American Recovery &
Reinvestment Act of 2009 Information Water/Wastewater

Under the American Recovery & Recovery Act of 2009, monies earmarked for
utility projects are administered and distributed by the State Revolving Fund
(SRF) Program. For water and wastewater projects, the SRF is divided into two
separate categories: Water – Safe Drinking Water SRF and Wastewater – Clean
Water SRF. The SRF will release grants and loans for selected projects using
these federal funds. Due to the City of Modesto’s population, it is most
likely funds will be in the form of low interest loans. Cities with populations
under 10,000 have the best chance at grant funding through the SRF. Staff is
actively researching other grants to fund utility projects. |

In June 2009, the City was invited to apply for ARRA Funding through the Safe
Drinking Water State Revolving Fund Program for the project titled “Wellhead
Treatment and Blending Lines – Wells 283 & 236" for the amount of $800,000
($400,000 Grant and $400,000 low interest Loan). Both well sites are located
in the southwest Modesto Area near Emerald Avenue.

In August 2009, the application for the blending project
was submitted to the State, and in September 2009, a
funding agreement was issued by the State to the City of
Modesto. Currently, the project is bidding, and bids
will be opened and contract awarded in November 2009. In
October 2009 the City requested additional funding for
this project to cover unanticipated costs that arose.
The new amount of the funding agreement for this project
is $1,046,830 ($523,415 Grant and $523,415 low interest
Loan). |

Six water projects, in addition to the well blending projects, have been
added to the Safe Drinking Water Project Priority List (PPL). Inclusion on
this list does not guarantee funding, though this is an important first step. |

- Waterford Citywide Meter Installation - $1 Million
- State Route 132 Water Main Replacement - $1.55 Million
- Strengthen and Replace Water System - I Street Main - $435,000
- Install New Well - Mildred Perkins - $1.3 Million
- Purchase and Install New Generators - Tanks 7 and 8 - $495,000
- Downstream Improvements - Claratina & Virginia Corridor Transmission Mains - $12.55 Million

- Annual Sewer Rehabilitation - $ 800,000
